Local Sovereignty: How to Build Resilience Without Isolation
A free community does not need complete self-sufficiency. It needs enough local capacity that one distant failure cannot become a command—and enough connections that a local crisis does not become a catastrophe.
If a community depends on one supplier for food, one operator for water, one distant point for energy, one platform for information, and decision-makers who barely experience the consequences of their choices, it may look highly modern while remaining deeply vulnerable. It is tempting to draw a simple conclusion: everything should become local. But that answer is too quick as well. A village can be hit by drought. A local power source can fail. A small municipality may lack the expertise required for an advanced hospital, a rail system, or the security of complex infrastructure. A local majority can oppress a local minority. A community that tries to produce everything for itself may become poorer, less diverse, and even more exposed to a local shock.
So this article does not use local sovereignty to mean complete independence from others, still less the legal claim that every small community should become a state.
Local sovereignty here means the practical capacity of a community to retain enough decision-making power, knowledge, resources and fallback options that its basic life is not hostage to a single distant point of power or failure.
It is a question of resilience, not isolation.
Autonomy is not the same as self-sufficiency
The two ideas are easily confused: at its extreme, self-sufficiency would mean that a community produces almost everything it needs. Autonomy can mean something far more realistic: retaining enough capacity to decide and act while voluntarily using wider networks of trade, knowledge, infrastructure and mutual assistance.
Human beings are social, and complex societies depend on division of labour. There is no good reason for every village to manufacture its own MRI scanners, semiconductors, locomotives and medicines. Nor is it sensible for every region to grow every kind of food regardless of climate, soil and cost.
But the usefulness of division of labour does not make every dependency desirable.
The important distinction is between interdependence and one-sided dependency.
In an interdependent relationship, parties retain alternatives, bargaining capacity and fallback routes. Under one-sided dependency, the failure or decision of one actor can impose disproportionate consequences on everyone else.
The problem is not that we need other people. The problem begins when there is no reasonable alternative if one critical link fails or starts using its position as leverage.
That principle matters for states, corporations, infrastructure and local institutions alike.
Resilience means more than efficiency
A system can be extremely efficient in normal conditions and still be brittle.
Removing reserves, duplicate capacity and alternative suppliers can reduce costs. It also reduces the number of paths through which a system can survive disruption.
OECD work on critical-infrastructure resilience emphasizes robustness, backup capacity, diversification, rapid recovery and adaptability. That is an important correction to the assumption that the most efficient system is always the one with the fewest apparently redundant parts. In a living system, some redundancy can be the price of survival: two independent water sources cost more than one. Multiple suppliers are more complex to coordinate than a single supplier. Local food stocks require space and management. A microgrid or backup energy source requires investment.
But resilience asks more than “What does this cost us today?” It also asks:
What happens if the main route fails tomorrow?
Commons are not condemned to either privatization or central control
Debates about water, forests, pastures, irrigation systems or fisheries often collapse into a binary choice: private ownership or central government.
Elinor Ostrom’s work matters because it showed that this binary is incomplete. She studied durable cases in which users of common-pool resources created rules, monitored use, resolved disputes and maintained resources over long periods. She received the 2009 Nobel Prize in Economic Sciences for her analysis of economic governance, especially the commons.
Her work should not be converted into a new slogan that “local always works.” Ostrom herself stressed that her design principles were not one universal recipe with identical rules for every setting. They were recurring characteristics of robust arrangements: clearer boundaries, user participation in rule-making, monitoring, graduated sanctions, accessible conflict resolution, recognition of the right to organize, and—in larger systems—multiple nested levels of organization. That last point is crucial here.
Successful local governance does not necessarily mean a single level. Large systems may require networks of smaller units linked through broader levels of coordination.
That is closer to polycentric governance than to complete local isolation.
Food: local capacity, yes; food autarky, no
Food is a useful example because dependency becomes concrete very quickly. When supply stops, political theory matters less than empty shelves.
Local and regional production can create nearby knowledge, shorten some supply chains, strengthen relationships between producers and residents, and add another source of supply when parts of the wider system fail. Farms, cooperatives, local processing, storage and crop or seed diversity can all contribute to resilience.
But it does not follow that complete food self-sufficiency is the most resilient model.
FAO work on agrifood-system resilience explicitly emphasizes diverse sourcing through international trade as well. If domestic production is hit by drought, flood, crop disease or another local shock, external supply routes can provide a buffer. The reverse is also true: a country that depends almost entirely on a single external source is vulnerable to disruptions beyond its borders.
Resilience is therefore not “local or global.” A stronger model uses several routes at once: local production, regional links, diverse external suppliers, appropriate reserves and the ability to reroute quickly.
A freer food system is not one that needs nobody. It is one that cannot easily be left without food by a single supplier, market or political decision.
Water: local responsibility, but watersheds do not follow municipal borders
Water makes the limits of simple localism even clearer.
A well can be local. A water utility can be community-owned. But aquifers, rivers and watersheds do not stop at administrative boundaries. Water withdrawal upstream can affect communities downstream. Pollution in one municipality can become another municipality’s problem.
FAO therefore treats water governance as an institutional, legal and decision-making issue and emphasizes integrated, cross-sectoral and multiscale approaches.
That does not reduce the value of local knowledge. People who live with a water source often understand seasonal patterns, local needs and the consequences of poor management more directly than distant administrators. But proximity does not eliminate external effects: when one community’s decisions affect others, there is a legitimate reason for broader coordination.
This is where subsidiarity reveals its real meaning: decisions should remain as close to people as possible while the effects and required capacities remain at that level. When they cross community boundaries, the circle of people whose rights and interests count must expand as well.
Energy: local production can reduce dependence, while the network still matters
Energy systems demonstrate that decentralization and networks are not opposites.
EU law recognizes citizen and renewable energy communities in which individuals, small businesses and local authorities can collectively produce, manage, store, consume, share or sell energy. The European Commission treats such arrangements as a route to greater citizen participation and local benefit.
These arrangements can expand local productive capacity and spread ownership.
But electricity also has physical and technical requirements. Frequency and voltage must be maintained, production and consumption balanced, networks protected, equipment standardized, and areas with different generation and demand patterns often linked to one another.
Local solar or wind generation therefore does not make the wider grid unnecessary. A more interesting model combines local generation + storage + demand management + islanding capability where appropriate + connection to a wider grid.
The local unit gains more options; the broader network allows exchange, backup support and the benefits of diversity between regions.
Resilience does not require cutting connections. It requires ensuring that connection is not the same thing as complete helplessness without it.
Small is not automatically democratic
Criticism of distant authority can easily turn into romanticism about nearby community, but power can be abused among ten million people or among a few thousand. The World Bank and OECD identify risks of decentralization that include local elite capture, patronage, corruption, unclear accountability, inadequate administrative capacity and inequalities between jurisdictions. In a small community, oversight may be closer—but family ties, informal pressure and the social cost of dissent may be closer as well.
Decentralization is therefore not a moral solution by itself. If a local majority blocks a minority from water, education or a fair procedure, the decision does not become just because it was made in the same valley; if a cooperative is effectively controlled by a handful of families, the word “community” does not remove the concentration of power; and if a local authority lacks transparent accounts, an appeal process or independent oversight, proximity can even deepen the feeling of being trapped.
Proximity is an advantage only when it increases influence, accountability and correction—not when it merely shortens the geographic distance to the person deciding for us.
There is no single correct community size
One of the most important conclusions is that a 2026 OECD review of “federalism of scale” finds that scale effects differ greatly across public services. Small jurisdictions may face higher unit costs because of fixed costs, while very large and dense jurisdictions can face congestion and coordination costs. The efficient scale depends on the service and context.
So the question “How large should a political or administrative unit be?” has no universal answer. The appropriate level depends on the function: a neighborhood may be right for a neighborhood park, several municipalities for a water utility, a region for a hospital, and several regions or countries for a rail corridor; protecting global communication standards or responding to cross-border epidemics may require broader coordination still.
The centralist error is to infer from some functions that genuinely require scale that the same level should decide everything else.
Naive localism makes the mirror-image error: it infers from the advantages of proximity that the smallest level is optimal for every function.
Subsidiarity is not the dogma of “always smaller.” It is a discipline that asks for reasons when a function must be moved to a broader level.
A broader level should have to demonstrate added value
In European Union law, subsidiarity has a specific institutional meaning: in fields where the EU does not have exclusive competence, it should act only when objectives cannot be sufficiently achieved by Member States and can, because of scale or effects, be better achieved at Union level.
THY-REALITY does not adopt that legal rule as a complete political model. But the logic of the question is useful:
Why must this function sit at the broader level?
There may be good answers: because effects cross borders, because a small unit lacks the necessary expertise or financial capacity, because systems require common standards to interoperate, because purely local decisions would impose costs on outsiders, or because shared infrastructure creates major gains in cost or safety. But the reason should be connected to the function; “because the higher level is higher” is not enough.
The same burden applies in the other direction. A local level does not gain moral priority merely by being local. It must be capable of performing the function responsibly, fairly and without exporting harms to others.
What should local sovereignty actually build?
Once the romantic language is removed, local sovereignty can be evaluated in fairly concrete terms.
1. Basic operating capacity
Can a community still provide safe drinking water, basic food, heat or electricity, emergency communication and minimum medical assistance during disruption?
It does not have to produce everything itself. It does need to understand its critical dependencies and maintain realistic alternatives.
2. Distributed ownership and control
Is a basic resource controlled by one institution, or are there multiple centers of decision-making, oversight and production?
Dispersion does not guarantee justice, but it reduces the danger of one single point of power.
3. Local knowledge and repair capacity
A system is not truly locally resilient if a machine sits physically in the village while nobody can maintain it without a distant vendor.
Resilience includes knowledge, spare parts, training and the ability to improvise.
4. Rights to participation, objection and exit
Community ownership without clear rules can become another form of coercion. People need to know how decisions are made, how accounts can be audited, how disputes are resolved and what options exist when they disagree.
5. Connection to other communities
Complete isolation reduces fallback options. A resilient local unit therefore builds mutual-aid agreements, interoperable standards, trade relationships, shared emergency capacity and ways to exchange knowledge quickly.
6. Limits on externalities
A decision is not purely local when its costs are borne by neighboring communities. Polluted air, rivers, traffic, epidemics or ecosystem degradation may require rules at a broader level.
7. The ability to learn and change rules
An institution that cannot admit error will eventually become brittle regardless of its size.
Resilience therefore requires feedback, measurement, review and the ability to change rules without destroying the system.
A polycentric network instead of a pyramid or a set of islands
Political organization is often imagined in one of two ways. The first is a pyramid: one center at the top, lower levels beneath it, and an ultimate direction of authority downward. The second is a reaction against the pyramid: a collection of autonomous islands, each trying to live without a wider structure. Both models can be too simple.
A polycentric model contains several partly autonomous but interconnected centers of decision-making. Some tasks are handled locally. For others, communities build federations, shared services, contracts, standards or broader coordinating bodies. No level receives unlimited competence simply because it exists. Such an arrangement does not eliminate conflict; it may even increase some coordination costs because more actors have to negotiate. But those costs may purchase something important: fewer opportunities for one error, one abuse or one political decision to automatically capture the whole system.
The goal is not to eliminate dependence. The goal is to eliminate dependence without alternatives.
Nine questions for testing local resilience
When evaluating food, water, energy, infrastructure or a local institution, nine questions can help:
- Which basic function would stop if one external link failed?
- How many genuinely independent alternatives exist?
- What can we do locally during disruption, and for how long?
- Which critical knowledge, equipment or material exists only outside the community?
- Who controls local resources, and who can audit their decisions?
- Can an individual or minority object without disproportionate punishment?
- Which consequences of our local decisions are carried by outsiders?
- Which function genuinely requires a broader level because of scale, expertise or external effects?
- Does the broader connection expand our options—or replace them with one mandatory path?
This is not a formula for calculating a percentage of sovereignty; it is a map of vulnerability.
A free community can stand and cooperate at the same time
Complete independence is an illusion. Even the strongest state relies on knowledge, materials, technologies, trade and ecosystems that cross its borders.
But total dependence on centers over which people have almost no influence is not an unavoidable consequence of modernity either.
Between those extremes lies a more interesting arrangement: communities that keep part of production, knowledge, ownership and decision-making close to people; use wider networks where those networks genuinely expand possibilities; build critical systems with multiple fallback paths; govern shared resources through clear rules; constrain local power as seriously as distant power; and connect to other communities for trade, infrastructure, health care, knowledge, security and mutual aid.
That is not a return to a premodern village.
It is an attempt to carry an old insight—that people are safer when they understand the people, land, resources and consequences around them—into a society that also needs complex networks far beyond the local horizon.
The article What Kind of Institution Deserves Our Support? concluded that power is a tool, not a goal. Local sovereignty adds a practical test: a good institution should not merely limit its own power; it should also increase the capacity of people and communities to act, cooperate and survive without permanent dependence on that institution.
A free community is not an island. It is a node in a network—able to cooperate with others without losing the ability to stand on its own feet.
