A free community does not need complete self-sufficiency. It needs enough local capacity that one distant failure cannot become a command—and enough connections that a local crisis does not become a catastrophe.
It is not enough to ask whether an institution is necessary. The deeper question is what it must be like to deserve our support: just, limited, accountable, close to people, and directed toward serving the community.
Benefiting from a common system may create a moral obligation not to live at the expense of others. But does that also create a general duty to obey authority?
