Ecology Does Not Stop at Community Boundaries

R82 closes the local-material-resilience arc with its necessary boundary: air, water, biodiversity, waste and climate effects cross local borders, so sovereignty requires responsibility for externalities and future generations.

A local community may manage a garden, a building, a local road or part of an energy system very well. But smoke from a chimney, water in a river, the movement of a species, noise, waste, a greenhouse gas or a change in habitat does not stop because we drew a boundary on a map. Ecology forces us to distinguish local autonomy from consequences that a local decision imposes on others.

R76–R81 built material resilience from food and water to energy, infrastructure, the city and emergency preparedness. R82 deliberately closes that arc by identifying its boundary: a community can become highly capable and responsible for itself, but it cannot legitimately treat air, a watershed, an ecological corridor or the climate as a purely internal matter when its actions change conditions of life elsewhere.

A community boundary is not a boundary of consequences. Freedom to decide is strongest where the community also carries the consequences of its decision; when harm or benefit spills onto others, wider coordination becomes necessary.

Externality: when someone else pays part of the bill

Economics uses the term externality for this kind of situation. Pollution is the classic example: a producer considers its direct costs and opportunities while part of the health, environmental or other costs is carried by people who did not participate in the decision. The IMF describes a negative externality precisely as a gap between private costs and the wider social cost.

For THY-REALITY this matters because it corrects an overly simple picture of property and local sovereignty. Doing something on my land does not make every consequence a private matter. Smoke can reach a neighbour, a chemical can reach groundwater, noise can cross a parcel boundary, and an invasive organism can reach another habitat. The right to decide within one’s own space does not automatically include a right to export harm from it.

Externalities can also be positive. A restored wetland can hold water and reduce flood risk downstream; a healthy forest can support water quality, cooling and habitat beyond the property on which it stands. Ecology is therefore not only about restricting harm. It is also about recognising and fairly supporting stewardship whose benefits are received by others.

Air shows why a fence is not an ecological boundary

Air is the simplest proof that a political or property boundary is not a physical system boundary. In 2026, while updating the Gothenburg Protocol on transboundary air pollution, UNECE again stressed that pollutants emitted in one country can travel hundreds of miles across borders and reduce air quality elsewhere. The same logic appears at smaller scales between municipalities, valleys and industrial areas.

This does not mean that every local stove or road must be governed by a distant central authority. It means that the scale of the consequence determines the minimum circle of people who must be considered in the decision. If an emission remains highly local, the solution may also be local. If it travels across several areas, a local permit alone does not remove the harm experienced by recipients elsewhere.

Climate is the extreme version of the same principle. The IPCC finds that human greenhouse-gas emissions have unequivocally caused global warming and that warming is linked to cumulative CO₂ emissions. A single community almost never determines the whole outcome, but its small size does not change the physics of a shared atmospheric system.

Water, waste and soil have a downstream direction even when administration does not

R77 already showed that safe water requires a catchment-to-consumer perspective and that a watershed does not follow municipal boundaries. R82 does not repeat that article; it draws a broader rule from it: an upstream actor can create costs for a downstream actor who may have had no voice in the decision.

The UNECE Water Convention therefore requires Parties on shared waters to prevent, control and reduce transboundary impacts and cooperate in sustainable management. The Espoo Convention similarly requires early assessment, notification and consultation for major projects likely to cause significant adverse impacts across a boundary. The idea matters beyond the specific legal instrument: the consequence should be visible before it becomes a dispute.

The same pattern applies to waste and contaminated soil. If a community achieves local cleanliness only by moving the problem elsewhere, it has not solved it; it has changed its location. An ecological audit therefore follows material to the next point: where do waste, discharge, sludge, contaminated soil or hazardous material go, and who bears the risk there?

Biodiversity needs connections, not only protected islands

Living systems are another domain in which mapped boundaries quickly become too narrow. A species may need one area for feeding, another for reproduction and a third for seasonal movement. Rivers connect wetlands, pollinators connect habitats with farmland, and forest corridors allow populations to move between areas that would otherwise become isolated.

The Kunming-Montreal Global Biodiversity Framework therefore explicitly emphasises the integrity, connectivity and resilience of ecosystems, while the EU Nature Restoration Regulation includes requirements to improve forest and river connectivity. This is a practical correction to the idea that a few disconnected 'islands of nature' are sufficient inside a landscape of intensive use.

Slovenia is a particularly useful example. The current Natura 2000 portal lists 355 sites covering just over 37 percent of the country, with Natura 2000 present in 204 of 212 municipalities. Nature conservation is therefore already a network problem by geography: the same habitat type or population can span many local jurisdictions, while the organism itself does not perceive municipal signs.

Local sovereignty is not a local right to pollute

Here the Natural Law backbone of the project can be translated into a concrete responsibility test. Prebujenje stresses consequences of action and values oriented toward life; R03 and R40 already narrowed this methodologically on the portal: a consequence is not a mystical punishment, but reasonably foreseeable harm can change the moral assessment of a decision. Ecology adds space and time to the test: who carries the consequence if I do not?

A community has a strong argument for autonomy where benefits and risks remain largely within it. That argument weakens when a decision causes substantial harm to people or ecosystems outside its territory. This is not a special exception directed against decentralisation. It is the same logic we use between individuals: my freedom does not become greater because I move the cost of my action onto someone who cannot avoid it.

The same rule applies internally. A local majority cannot simply place environmental costs on a less influential part of the same community — a poorer neighbourhood, an area beside a traffic corridor, or residents near an industrial facility. Ecological responsibility is both a question of scale and a question of who has the power to choose where harm is located.

Prevention is often fairer than repair after the damage

European environmental policy contains a useful group of principles: precaution, preventive action, priority for rectifying environmental damage at source, and the polluter-pays principle. They are not a complete formula for every case, but they provide a strong operational compass for R82.

The polluter-pays principle aims to prevent private or local benefit from being created by shifting clean-up, health or lost ecosystem-service costs onto the wider public. The European Commission explicitly describes it as a response to market failure where the price of a product or activity does not include the full environmental cost. The Environmental Liability Directive also links responsibility to preventive and remedial action.

Money, however, is not always full restitution. An extinct population, a lost century-old habitat or a permanently contaminated aquifer cannot necessarily be purchased back. For large or difficult-to-reverse risks, prevention can therefore matter more than later compensation. R82 does not demand zero risk; it demands that the possibility of irreversible harm does not disappear from the calculation merely because short-term benefits are easier to measure.

Positive ecological benefits also cross boundaries

If we speak only about pollution, we see only half the picture. A healthy ecosystem often produces benefits far beyond the owner or community that directly maintains it. A wetland can retain high water, a floodplain forest can slow flows, vegetation can cool surrounding areas, pollinators can support production, healthy soils can retain water and carbon, and connected habitats can sustain populations that move across several territories.

The CBD therefore includes the maintenance and restoration of nature’s contributions such as regulation of air, water and climate, soil health, pollination and reduction of disaster risk. The EU Nature Restoration Regulation similarly links ecosystem restoration to resilience, water quality, flood protection and food security.

This creates the mirror image of a negative externality: if one local community pays for a benefit largely enjoyed by others, it may have too little incentive to preserve it. Network cooperation is therefore needed not only to restrict harm but also to share fairly the costs of ecological benefits held in common.

Future generations are affected but have no present voice

Ecological problems have another boundary that cannot be drawn on a map at all: time. Deforestation, groundwater contamination, species extinction, soil degradation or accumulated greenhouse gases can create consequences that last longer than the political term, firm or generation that made the decision.

In 2024, the United Nations Declaration on Future Generations defined future generations as generations that do not yet exist and will inherit the planet, explicitly connecting decision-making with intergenerational solidarity, justice and equity. This does not prove one single philosophy of future rights, but it clearly recognises the institutional problem: future people can experience real consequences of today’s decisions even though they cannot vote, contract or exit today.

THY-REALITY can therefore use a simple test: for a long-lived decision, ask whether we collect the benefit today while moving the cost into the future. If the answer is yes, the local consent of present members does not close the moral question.

A practical ecological-externality audit

Before a major local decision — an industrial facility, energy project, land-use change, disposal site, river intervention, major transport project or intensified use of a natural resource — a community can run a simple audit:

1. What physically leaves the area? Air emissions, water, noise, light, waste, heat, traffic, organisms or risk? 2. Who is downstream, downwind or ecologically connected? Who carries consequences without receiving the direct benefit? 3. What lasts for decades? Is the harm short-lived, repairable or potentially irreversible? 4. Does the price include the full cost? Who pays for monitoring, health effects, clean-up, remediation or lost services? 5. Can harm be prevented at source? Is a better technology, location, smaller scale or different process feasible? 6. Which ecosystem must be treated as one functional unit? Watershed, airshed, migration corridor, forest complex, coast or another system? 7. Which benefits spill outward? Are others receiving flood protection, cleaner water, pollination or another benefit that we pay for locally? 8. Who is not at the table? A neighbouring community, a vulnerable group, a future generation or a non-human ecosystem whose interest must be represented indirectly? 9. What would convince us the project is too risky? Which threshold or evidence would change the decision? 10. What scale of coordination is actually required? R82 opens that question; R83 will answer it systematically through subsidiarity.

The audit is not a replacement for professional environmental-impact assessment where one is required. It is a way for the community to catch the most common blind spot before formal procedures begin: calling something a local decision when its consequences are not local.

From local sovereignty to network responsibility

R76–R81 showed how much a community can gain by increasing local capability: more resilient food, a better understood water system, active energy, clear infrastructure stewardship, stronger neighbourhoods and preparedness for disruption. R82 does not undo that work. It gives it a necessary boundary.

Ecological systems are networks of flows. Air, water, species, nutrients, climate and land-use effects move between territories and through time. Decentralisation without responsibility for external effects can merely distribute the sources of harm, just as centralisation without local knowledge can overlook differences between places.

The next step therefore has to be more precise than the slogan 'local is better'. The proper scale of decision-making should follow the scale of the consequence while remaining as close as possible to the people who can actually solve the problem. R83 will take up that question directly: subsidiarity in practice — which level should decide?
